Laboratory for Climate Change Economics Researchers at the Conference in Sirius

The Head of the Laboratory, Igor Makarov, acted as moderator of the expert and scientific sessions devoted to issues of a just transition. During the scientific session, Junior Research Fellow Elizaveta Smolovik presented a paper entitled "The Impact of Transition Risks on the Ambition of National Climate Policies." The study, based on the IPAT model, demonstrated how transition risks can influence countries’ contributions to emissions reduction.
Laboratory Expert Egor Muravyev delivered a paper on "The Role of International Trade in Low-Carbon Goods in the Just Energy Transition." He showed that since 2016 the growth of trade in low-carbon goods has slowed, particularly towards the Global South. At the same time, customs tariffs on key technologies for energy and transport decarbonisation have increased, creating risks of protectionism and potentially slowing down the pace of the energy transition, complicating the implementation of the principle of fairness.
Junior Research Fellow Matvey Chistikov presented a paper on the development of the concept of "transformational adaptation" at the session "Climate Adaptation of Ecosystems: Current Challenges and Solutions." Using bibliometric analysis, his research identified the main approaches to understanding the concept and revealed contradictions that hinder its integration into policymaking. At the same time, the concept is already playing an important signalling and educational role: its mention in the documents of international organisations encourages national agencies to consider the possibilities of applying transformational adaptation in their own countries.
In addition, from 14 to 19 September, Sirius hosted the professional development programme "The International Climate Process and the Basics of Multilateral Diplomacy," attended by Junior Research Fellow Anna Chistikova and Laboratory expert Egor Muravyev. The programme included lectures on international climate law and diplomacy.
Igor Makarov also gave a lecture on "Climate Issues in International Trade and International Finance" and took part in a podcast session "Where Are the Boundaries of the Climate Agenda?" During the discussion, experts considered cross-border carbon regulation, the balance between mitigation and adaptation in the international climate regime, the integration of climate impacts into supply chains, and the role of climate change in achieving the UN Sustainable Development Goals.
