HSE Center for African Studies organized the Spring Knowledge Sharing School for e-Governance in Tanzania

It was a series of digital transformation workshops organized by the Center for African Studies of the HSE University, Russia in cooperation with the ICT Commission of Tanzania within the framework of the E-Governance Knowledge Sharing Program supported by the Ministry of Digital Development, Communications and Mass Media of the Russian Federation and Innopraktika company. The event was organized with the support of the Roscongress International platform of the Roscongress Foundation.
The focus of the workshops was digital sovereignty and enhancing the capacity of government institutions enabling their leadership in the digital transformation. Participants from the Tanzanian side included over 40 senior and mid-level civil servants from the Prime Minister’s Office, ICT Commission, Ministry of Finance, National Planning Commission, Energy and Water Utilities Regulatory Authority (EWURA), National Identification Authority (NIDA), as well as representatives of research centers and institutions, such as Institute of Finance Management and University of Dar es Salaam.
«For us, this School has become a regular format of engagement. We previously organized similar workshops in Addis Ababa at the United Nations Economic Commission for Africa and later in Moscow, and this is our first experience of holding the event in Tanzania. Tanzania is regarded as a benchmark in the region in terms of its approach to digital transformation. We see growing attention to issues of digital sovereignty and the importance of creating balanced conditions for both domestic and international stakeholders. In this context, the exchange of experience, including Russia’s expertise, plays a key role in supporting the development of sustainable digital infrastructure» – said Andrey Maslov, Director of the Center for African Studies.
The program covered challenges and solutions related to the use of artificial intelligence, digital tools for situational awareness across sectors, cyber security and tax administration. It also included the exchange of best practices in delivering public services. From the Russian side the experts representing the public and private sector took part (including seniors of MTS, Sberbank, and the Federal Tax Service of Russia), presenting their state-of-art solutions and research.
«This Program is built on a peer-to-peer learning approach and brings together Tanzanian stakeholders and international partners to exchange best practices in the development and implementation of e-government solutions, digital public services, digital infrastructure, and data-driven administration. It is designed not as a lecture, but as an open dialogue, where participants can both discuss key challenges and share practical experience, including contributions from leading Russian companies» – stated Dr. Nkundwe Moses Mwasaga, Director General, ICT Commission.
As part of this cooperation, an analytical report titled E-Governance in Tanzania 2026: Prospects and Challenges, prepared by the HSE University in cooperation with the ICT Commission of Tanzania and UNECA, was presented and discussed.
