Elizaveta Smolovik Took Part in an Expert Seminar at RANEPA

Elizaveta Smolovik, Junior Research Fellow at the Laboratory for Climate Change Economics, spoke at the expert seminar "Unrealised Solutions and New Challenges: Ensuring a Just Transition to Low-Carbon Development Models as a Prerequisite for Sustainable Growth", held at RANEPA on 14 October.

The seminar focused on developing approaches to conceptualising a "just transition" and exploring institutional mechanisms to support its implementation in developing countries. During the discussion, Elizaveta Smolovik presented key findings from a study assessing countries’ readiness for the energy transition, based on a corresponding index.

The study concluded that the main contradictions in achieving a just transition arise not only between developed and developing countries — as reflected in the UNFCCC principle of common but differentiated responsibilities and respective capabilities — but also between countries with high and low levels of readiness for the energy transition. The former are better positioned to adapt to transition risks through diversification and institutional reform, while the latter require more fundamental support and international assistance.
