The English-language edition of Russia in Global Affairs has published an article titled “Will the Arctic Cooperation System Accommodate Global Geopolitical Changes?” by Anna Chistikova and Matvey Chistikov, Junior Research Fellows at the Laboratory for Climate Change Economics, and Irina Strelnikova, Associate Professor at the School of International Regional Studies.
The authors analyze shifts in international Arctic cooperation since 2014 in the context of the Ukraine crisis and examine the reasons behind the collapse of the concept of “Arctic exceptionalism.” The article explores key factors shaping the policies of Western, Eastern, and Global South countries in the region.
The authors argue that Western efforts to isolate Russia from Arctic institutions have not achieved their intended goals. Moreover, they contend that such measures are contradictory, as the core purpose of the Arctic Council and the Barents Euro-Arctic Council is to maintain dialogue with Russia.
The article also notes that attempts by Western countries to engage non-Arctic nations from the East and Global South as alternatives to Russia have been unsuccessful. These countries see little reason to participate in regional institutions that exclude Russia.
