E-Government Development in Mozambique
The Government of Mozambique attaches great importance to the introduction of ICT technologies in the provision of the public services. The ICT sector of the country is supervised by the National Institute of Information and Communication Technologies (INTIC, Instituto Nacional de Tecnologias de Informação e Comunicação). The INTIC has implemented the Strategic Plan for the Information Society 2019-2028 (Plano Estratégico Para a Sociedade Da Informação 2019-2028). The National Institute of Electronic Governance (INAGE, Instituto Nacional de Governo Electrónico) is the national authority overseeing electronic government development.
In 2021, the Institute enacted the National Cyber Security Policy and Strategy (Política de Segurança Cibernética e Estratégia da sua Implementação). In November 2022, the Institute published a proposal for the Cyber Security Law.
The process of digital development in Mozambique is supported by the World Bank. In 2021, the Digital Governance and Economy (EDGE) project received a 150 million USD grant from the World Bank Group’s International Development Association. The EDGE has the objective of developing e-Government services and increasing public sector connectivity across the country. The Mozambique Digital Acceleration Project, approved in 2022, is being funded by the World Bank as well.

Rankings
According to the UN E-Government Development Survey 2022, Mozambique is ranked 173rd in the global rating. The country is in the middle E-Government Development Index (EGDI) group, with an EGDI of 0.3.
Integration of Public Services
Portal do Governo de Moçambique is supposed to enable access to a one-stop service desk (Balcão de Atendimento Único), as well as to a range of health, agriculture, education, etc. services. However, the website is not fully operational, as links to the services are either inactive or unavailable. The majority of the pages are blank, and citizens can only access text documents and general descriptions of the services.
Balcão de Atendimento Único (e-BAÚ) provides 14 public services on entrepreneurship and business. For instance, individual company registration and licencing services are available.

e-Signature
The Government of Mozambique provides the ability to obtain a digital signature. Assinatura Digital enables users to make an e-signature within the INTIC Signer. Thus, in order to log into the account, the users have to be registered in the INTIC system. The website also provides a service for e-signature verification.
National Payment System
The National Payment System (Sistema Nacional de Pagamentos, SNP) is composed of real-time wholesale transfer settlement services, transfer settlement services for funds and other financial assets, clearing houses, the single electronic payments network (SIMO), the Mozambique Stock Exchange (BVM), and the VISA network. The SIMO is a nationwide solution managed by the Mozambique Interbank Company (Sociedade Interbancária de Moçambique SA).
G2G Services
Webmail and Intranet serve as tools for interdepartmental cooperation. The portals can only be accessed by civil servants using a username and a keyword.

Education
The Institute for Open and Distance Education (IEDA, Instituto de Educação Aberta e à Distância) operates a Virtual School (Escola Virtual). The platform allows users to send messages, submit assignments, and check a calendar of events. An online user manual is also available.
The IEDA provides E-learning courses as well. The Distance Secondary Education Programme (Programa de Ensino Secundário à Distância, PESD) provided by the Ministry of Education and Human Development is aimed at expanding access to secondary education. All the teachers who have grade 10 academic qualifications (or equivalent) are provided with the opportunity to enrol on the Intermediate Training Course for Primary Teachers in Practice.

Healthcare
The Ministry of Health (Ministério da Saúde) operates the Portal da MISSÃO. The website manages a range of health-related services and provides direct links to each of them. Such services as online issuance of the COVID-19 digital certificate, online application for Health Training Institutions are implemented. MISSAO links users with the SIS-MA (Health Information System for Monitoring and Evaluation, Sistema de Informação de Saúde para Monitoria e Avaliação), and the SIS-MA Portal. SIS-MA has 4 modules: Aggregated Data, Individual Data, a List of Sanitation Units (Unidades Organizacionais), and a Data Portal.
The Ministry of Health manages eSIP Health, which is an integrated information system designed to enhance the management and training of human resources working in the area. The system consists of 3 subsystems: eCAF (Extensão para a Saúde), SIFo (Sistema de Informação para Formação Contínua), and SIFIn (Sistema de Informação para Formação Inicial). Dashboards and reports on health training and management are provided.
The Telehealth (Telessaúde de Moçambique) website allows citizens to use such services as teleconsultation and tele education. The Portal de Teleducação is an e-learning platform that grants access to a vast spectrum of courses for health industry employees. For instance, courses on biosecurity, indications for blood transfusion and its adverse effects, and Professional Service Automation (PSA) system management for hospital maintenance technicians are available.

Public Procurement
Unidade Funcional de Supervisão das Aquisições (UFSA), the Functional Unit for Procurement Supervision, provides the Goods and Services Catalogue (Catálogo de Bens e Serviços, CBS), information on tenders, and the Single Registry of Suppliers (Cadastro de Fornecedores). The UFSA coordinates and oversees all activity on public procurement; e-Bidding is not available.
Public procurement is integrated in the Public Finance Management (PFM) architecture under the State Assets module of the e-SISTAFE, an electronic public financial management system. The system comprises 10 modules, including budget and planning, and public investment management. e-SISTAFE is managed by the CEDSIF (Centro de Desenvolvimento de Sistemas de Informação de Finanças), an institution supervised by the Ministry of Economy and Finance, established in order to provide innovative services for PFM.
Legislation and Justice
The Public Prosecution Service Support Information System (Sistema de Informação de Suporte às Funções do Ministério Público, SISMP) is a technological tool developed by the Finance Information Systems Development Center (Centro de Desenvolvimento de Sistemas de Informação de Finanças, CEDSIF.IP) for the Public Prosecution Service (Ministério Público, MP). The SISMP is targeted at improving the case management process.
Biblioteca da Assembleia da República operated by the Parliament of Mozambique (Assembleia da República) stores fundamental legislation documents. The citizens can also access an e-catalogue and search for a book using the keywords. Law projects and proposals are available on the Assembleia da Republica website.

e-Taxes and Finance
Portal do Contribuinte is a taxpayer portal operated by the Autoridade Tributária de Moçambique, the national tax authority. Citizens can make tax payments within the portal.
Taxa de Portagens is an automated truck toll collection system that was deployed by the Government through a public-private partnership with Revimo, a Mozambican limited company aimed at construction and operation of road infrastructure through a toll system. The website provides information on fees, payment methods, and discounts.
eSNIP (Subsistema Nacional de Investimentos Públicos) is a digital platform operated by the Ministry of Economy and Finance that contains information on all public investments in the country. The project’s portfolio and materials on the project's life cycles are also provided.

Labour
Portal Emprego, managed by the Instituto Nacional de Emprego (the National Employment Institute), is a database of vacancies and candidates. The list of employment centres is also available.

Registration and Personal Documents
The Ministry of Justice, Constitutional and Religious Affairs (Ministério da Justiça, Assuntos Constitucionais e Religiosos) manages the Civil Registry and Vital Statistics Electronic System (Registo Civil e Estatísticas Vitais Sistema Eletrônico, e-RCEV). The system monitors birth and death statistics as well as provides the certificates. The system operates as a search engine with filter functions.

The SIGAV Scheduling and Validation Management System (Sistema de Gestão de Agendamentos e Validações) offers services for citizens and foreigners, including passport and visa applications. The system also enables citizens to manage their appointments.

Tourism
Visit Mozambique is a portal managed by the National Tourism Institute (Instituto Nacional do Turismo, INATUR, I.P.). The website contains information on tourist destinations, leisure activities, accommodation, cafes, and restaurants, as well as recommendations for planning the trip. The portal is integrated with the eVisa website.

Land Use Services
Land registration procedures are available within the Real Property Register System (SIRP). Citizens can request electronic certificates using the platform.
G2B Services
MozUp is a Small and Medium Enterprise digital platform containing business training, business assessment, mentoring, and financial advisory services. The Supplier Registration Portal (SRP), which is an integral part of the MozUp, is a database for businesses containing more than 1700 registered profiles.
