About the Centre for African Studies

The HSE Centre for African Studies was established in 2020 in response to the growing importance of Africa as an area of ​​foreign policy and economic interaction for Russia.

The Сentre’s primary objective is to provide expert and analytical support to Russian companies and state agencies in their work in Africa, analyse risks, and identify opportunities.

Project activity

The Africa Track is a system of interconnected and integrated activities that will prepare economists and international relations specialists for working with African countries, gaining expert analytical skills, intercultural communication skills, and knowledge about the peculiarities of working in African countries.

The e-Governance Knowledge Sharing Program for African officials was launched in 2022 on the basis of the Center for African Studies of the HSE University and is aimed at improving public administration in African countries.

The Program is executed with the support of the Russian President Administration, the Administrative Directorate of the President, the Ministry of Digital Development, Communications and Mass Media, the Ministry of Finance, the Ministry of Foreign Affairs, as well as "Innopraktika" company.

By 2025, the HSE Centre for African Studies has become Russia’s leading centre of expertise on the risks and opportunities for doing business in Africa.

Africa 2025: Prospects and Challenges

Africa 2025: Prospects and Challenges serves as a handbook on Africa’s development, challenges, and opportunities. Its target audience includes government officials, businessmen, scholars, and experts. The handbook aims to provide an alternative positive vision on certain issues that Africa faces, including the fight for food and energy sovereignty, debt crisis, digital transformation, rapid urbanisation, and population growth. The book was prepared by a team of experts and scholars coordinated by the HSE University Centre for African Studies (Moscow, Russia).

    French Exit, Russian Entry: What’s Next for Nigeria’s Role in ECOWAS?

    Nigeria, a regional leader, is being forced to rethink its position due to the shifting balance of power in West Africa. The withdrawal of French troops, the emergence of the Alliance of Sahel States (AES), and the expansion of Russian influence have drastically altered the region’s power structure. As chair of ECOWAS, Abuja faces the Herculean challenge of leading a more divided West Africa, where security interests and economic agendas increasingly converge. This paper examines Russia’s growing influence in the Sahel region and its potential impact on Nigeria’s foreign policy. Drawing on qualitative research that includes policy analysis and in-depth interviews with Nigerian pundits, the authors assess Abuja’s responses to these developments. By highlighting the significance of Russia’s involvement, the paper offers a fresh perspective on Nigeria’s leadership within ECOWAS and the evolving nature of its foreign policy amid the region’s changing security and economic landscape. The research seeks to determine whether Nigeria can reassert itself amid Russia’s growing presence and the formation of the AES and leverage regional initiatives such as the Trans-Saharan Gas Pipeline to advance its strategic interests.

    Russia and Africa: Not Only Grain, Oil, and Tanks

    The chapter discusses the topic of Russia-Africa interaction, its evolution and current state. The author analyzes the role given to Africa in Russian doctrinal documents, sums up Russia-Africa cooperation results to date, and investigates mainstream Western narratives on this issue. The article discusses possible future directions of cooperation between Russia and African countries beyond the military sphere or food. A special place is given to disruptive technologies, as well as information and communication technologies, space, energy transition and critical minerals, capacity-building, and technology transfer.
