The event was held as part of the "Middle East Meetings" - a joint project of the School of International Regional Studies of the Faculty of World Economy and International Affairs of the National Research University Higher School of Economics and the Russian Middle East Association.
The meeting was opened by Vera Vishnyakova, Head of the School of International Regional Studies of the Faculty of World Economy and International Affairs of the National Research University Higher School of Economics.
Andrei Baklanov told the participants about little-known episodes of the history of development of relations between Russia and OPEC, the strategy of creating mechanisms of "managed" energy market. He shared his memories of the first probing contacts with OPEC representatives in the early 1980s, his participation in the International Energy Forum, an organization that first made efforts to harmonize the policies of oil-producing and oil-importing countries. A. Baklanov spoke in favour of resuming negotiations with OPEC and independent producers of hydrocarbons in order to further balance market oil prices. At the same time, it is important to consistently defend Russian interests in the context of quotas for oil production and export ceilings, and to maintain positions in oil markets.
The second part of the meeting was devoted to discussing the current situation in the Middle East, including the situation in Idlib, as well as the results of the first in a long period of expert consultations with representatives of the United States of America, which were held in Montreux, Switzerland. He answered numerous questions from the participants of the meeting.
Andrei Baklanov and the President of the Russian Middle East Association Murad Sadygzade invited the participants to take part in a simulation game "The system of regional security in the Persian Gulf", which will be held under the auspices of the School of International Regional Studies, Faculty of World Economy and International Affairs, National Research University Higher School of Economics in board hall 315 of the National Research University Higher School of Economics at 17, Malaya Ordynka, at 16:00 on April 2, 2020.
