The School of International Regional Studies is a research and educational centre seeking to revive international regional studies as an academic discipline in Russia. The department’s world-class professors train the next generation of regional studies specialists while developing an increasingly prestigious research school.

Victoria Panova, the Vice-Rector of the HSE University greeted the participants with a welcoming speech, highlighting the importance of developing academic ties with Latin American countries, particularly with the Eastern Republic of Uruguay.
In the plenary report by Daniel Ruben Castillos Gomez, the Ambassador Extraordinary and Plenipotentiary of the Eastern Republic of Uruguay to the Russian Federation, “Bilateral relations between Russia and Uruguay. Prerequisites, evolution, prospects” key stages and aspects of the cooperation between Russia and Uruguay were analyzed.
During the round table, reports were presented by Carlos Quiroga Kremlin, advisor of the Eastern Republic of Uruguay to the Russian Federation; Nikolay Ivanov, PhD in History, Senior Researcher at the Institute of World History of the Russian Academy of Sciences (Uruguay in the International Relations System of the 20th Century), Alla Borzov, Doctor of Historical Sciences, Professor of the Department of Theory and History of International Relations at the Peoples' Friendship University of Russia (Russian Diaspora in Uruguay); Jan Burlyai, Director of the Center for Ibero-American Programs at the Moscow State Linguistic University, Ambassador Extraordinary and Plenipotentiary (Some Unused Opportunities for Developing Russian-Uruguayan Trade and Economic Relations), Ana Livia Estevez, Visiting Lecturer at the HSE Department of Foreign Regional Studies (Prospects for Negotiations between Mercosur and the Customs Union of the Eurasian Economic Union).
Olga Volosyuk, Head of the School of Regional Studies of the Faculty of World Economy and International Affairs, HSE University, presented the Ambassador with books published in Russia, including at HSE, dedicated to the history and culture of Ibero-America and Russian-Uruguayan relations.
The event concluded with a discussion involving leading Russian Latin Americanist scholars and students from HSE, MGIMO, RUDN, and other Russian universities.
The round table was held as part of the project “Forming a Global South-South Space: Interregional Connections in Conditions of Global Turbulence.”
