The School of International Regional Studies is a research and educational centre seeking to revive international regional studies as an academic discipline in Russia. Olga V. Volosyuk, head of the School of International Regional Studies of the Faculty of World Economy and International Affairs of the HSE University, spoke about the long-standing connections between the university’s scholars and their Brazilian colleagues and introduced Munhoz Svartman Eduardo, president of the Brazilian Association of Defense Studies and professor at the Federal University of Rio Grande do Sul.
In his presentation, Professor Swartzman touched upon the history of Brazil’s defense policy and defense industry development. He analyzed the historical reasons behind the current state of Brazil’s defense sector, considering both internal and external factors, and highlighted several problematic issues that Brazil’s defense industry and its defense strategy may face under contemporary conditions.
The lecture was followed by a discussion. It was opened by Ana Livia Araujo Esteves, a lecturer in the School of International Regional Studies of the Faculty of World Economy and International Affairs of the HSE University, who mentioned the cooperation between Brazil and Russia in the military-industrial sector during the presidency of Jair Bolsonaro. The discussion continued with contributions from Boris F. Martynov, a professor at MGIMO University, Abhijeet Singh, a postdoctoral researcher in School of International Regional Studies, Inna Yanikeeva, a research fellow at the Centre for Comprehensive European and International Studies. Aisylu Garaeva and Ilya Kozylov, lecturers in the School of International Regional Studies, addressed the potential for Brazil's cooperation with South Korea and China. The discussion also covered issues such as changes in the tactics and strategies of Brazil’s armed forces, Brazil’s military budget, cooperation between Brazil and India, and more.
The meeting was held jointly with the «New World Order» project of the Academic Personnel Reserve of the HSE University. The participants from the project were Inna Yanikeeva and Aisylu Garaeva.
